Fried Liver Attack - Very Aggressive

I saw some analysis of this opening, and Black actually is better. Is it just like the Terrorist Attack (1. e4 e5 2. Qh5)? 
if 1.e4 e5 2.nf3 nc6 3.bc4 h6 then what may be the best opening for white?
stbt, book says 4.c3 and then d4 is best. But I just play d4 right away.
if 4.d4 e*d4 5 ?
Nxd4. That is just what I play it may not be best.
