I have played chess for over 2( if only count active years )and even had 2 coaches and I still never get over 700 elo .Sometimes I do actually get to 710 or 720 but then a wave of loss cames out of nowhere. Please help me.

My advice (as a chess coach and 2100+ player):

Learn and apply the most important principles of chess.
Always blunder-check your moves.
Solve tactics in the right way.
Analyze your games.
Study games of strong players.
Learn how to be more psychologically resilient.
Work on your time management skills.
Get a coach if you can.

For starters, have both or one of your chess coaches analyze your games and point out the most common recurring mistake in your games. Work on that one mistake. Keep it in your head at all times to not do it. Be aware of it. Don't worry too much about other things until you master this one mistake.

When you have been playing for a long time and still find yourself stuck, there is a good chance a certain mistake became a habit, but no worries they can be rid of with practice and discipline, especially when a third party (in this case your coaches) can detect and point them out for you.

One practice that helps me that may help you: if you can remember, think about the thought process you had when you made those mistakes. Argue with yourself and prove your past self wrong. This help engrave it in our minds.

Once that's done, work on your next most common recurring mistake. It never ends until you're satisfied with what goals you have for chess.

"had 2 coaches" ++ Good... for the coaches.

"never get over 700 elo" ++ It is a matter of blunder checking before you move. Think about your move. Do not play it, but imagine it played on the board. Now check it does not lose any piece or pawn, or run into checkmate. Only then play it. That little mental discipline alone is enough to reach 1500. Sit on your hands.

"a wave of loss" ++ Whenever you lose a game, stop playing and analyse it first.
