A4 or H4 as their first move, risky or not?

Its risky if your opponent is good, NOT risky if you are better . Maybe. I dunno.

Against less experienced players or those unfamiliar with unconventional openings, a4 or h4 might throw them off balance and lead to mistakes. The surprise factor can sometimes be an advantage.

"Risky" is not the right word. "Risky" suggests that you are risking something to gain some reward, but there's no reward here. Pointless troll openings just give you a disadvantage for no reason.

Throwing your wallet into a river is not "risky", it's just stupid and wasteful.

A4 or H4 are generally bad first moves. Just don’t let them catch you off guard, and follow opening principles like you always would
