I've had real good success against the Latvian. It's a loose opening with too many holes. It may be okay for 1500 level players but it is easily defendable with common sense.
I enjoy it! You get very weird positions.

I would like some practice playing the white side. Challenge me and name the game Latvian for a game.
Sometimes, but didn't know it was the Latvian until now...
The Latvian is an unsound opening for black to adopt against 1) e4. But it has a lot of nasty traps laid out for the unwary white-player. With correct handling white should come out on top!
I have seen 3.Bc4 quoted as a refutation of the Latvian gambit, but it should not be taken as such. 3...fxe4 4.Nxe5 d5 is good for black.
One line that should give white a nice game is
3.Nxe5 Qf6 4.d4 d6 5.Nc4 fxe4.
White now has a number of good moves. 6.Be2, for example, prevents the Queen from coming to g6 and maintains the flexibility of the b1 knight.
My Friends, My game load at the moment is nasty but as soon as I have some free Play Time I would gladly redistribute some rating points from the Black side of the Latvian Gambit.
