I think this is just a slightly different move order of the danish gambit- it seems like it will essentially always transpose since e4 will be the best move on whites next turn basically always. The only reason you'd consider this a different opening is if you for some reason wanted to avoid committing e4, which I don't see any purpose or benefit in.

Another thing that makes the danish better to play over this is that they aren't forced to play e5 on the first move, in fact i think most players would play Nf6 here, after which c3 looks quite silly unless you transpose into some type of suboptimal london system move order.
