After h3, white has two common tactics to win positional advantage.
One is to play bd3 to tempt black na6-nc5 to attack this bishop. I've found many black players like this route for their b knight. The trick is you want to play bc2 anyway. So nc5 gives you free tempo to play bc2, and then you can push b pawn (b4) followed by a3 to trap black knight at the side of the board(na6). This gives you big positional advantage
bg5 is also a useful move. The point is for black to counter with h6 (if black doesn't counter with h6, this bishop will be pinning black knight against its queen, and it always has potential to go bf7 attack black e pawn, which is usually stuck at e6). After black plays h6, white be3 retreats, and then qd2 attacking black h pawn. The best counter by black is to play Kh7. But Kh7 will make it difficult for black to push its f pawn (because its king will be exposed to the attack of white bishops and queen). Therefore, black has no quick attacks, and white can push its queen side pawns to gain advantage.

With that said, are you sure black c5 is the best response to white h3? I am not challenge you. Just want to confirm. Because I've heard another theory that black should play c6 to cxd5 trading pawn and open up the c file. This leads to early fights at the queen's side, and white's h3 will be a waste move.
If you play c5, the center will be closed, and white may actually play g4, and then may long castle to using g4-h3 pawn to push at black's king side.
