Why would you question this?

Beginners should not be studying openings theory. They should be applying opening concepts.

One of those concepts is to occupy and control the center.

Both 1.e4 and 1.d4 do this, and hence, a beginner should play one of these two moves as their first move when they have the White pieces.

Yes they should. Because it most often leads to open positions from wich they will learn the most. Later they can change if more slow play or closed positions suits them better.
