What stats are you going based off of? Games played by noobs on chess.com that are rated 1500?
In the true Scotch Gambit, not the two knights transposition, the true Scotch Gambit, which is 1.e4 e5 2.Nf3 Nc6 3.d4 exd4 4.Bc4 Bc5, Black scores the following on more respectable online databases:
365chess.com - 46.7% (35.7% wins, 22% draws)
ChessTempo - Over 53%! (40.3% wins, 26% draws)
Your numbers are bogus! 60% for White? RIIIIIIIIIIIIIIIGHT! What's next? Fake games in the database?
look for an opening that doesn't have any "traps" (early checkmates, winning material) it is decent. It is the only "non-trappy" opening I have stuck with from the 800 level because I have a good win rate with it and people will often play the haxo gambit and Bxf7+ and get obliterated. I know gambits are bad at >1900 level but it has worked for me below that. And in any case I am still in the top 97% on chess.com which may not translate to anything in real life but it is a bit harsh to call me a noob.

Oh, it does matter what White plays.
1...d5 is only sound against 19 of White's 20 legal moves. It is no good against 1.c4.
1.c4 ...? Why ate you being so literal ?
From 1.c4. White can not prevent Black from going into a QGD... from your ELO I know you know that.
Actually, the QGD can be avoided. White can play the Reti instead.
1.c4 d5? 2.cxd5 advantage White
1.c4 e6 2.Nf3 d5 and now both 3.b3 and 3.g3 are variations of the Reti. White is not obligated to play d4 after 1...e6 and 2...d5.
