But if both players take a pass, then the game cannot continue. Do they have a staring contest? Arm wrestle?

Then many well-known won positions would become drawn. Virtually all endgames would become draws thus, except for a few like two rooks + king vs. king, two queens + king vs. king, rook and minor piece and king vs. king, and a few others. It would be pretty boring...
Think of it this way: If 90% of games are draws, then winning one game might be enough to catapult you to the lead in a tournement. It makes winning more rewarding. If you don't like it, you don't have to play it.
Think of it this way: At GM level, I'm not even sure if games are winnable under zugzwng-free chess. You're vastly underestimating the monumental effect of adding a 'pass' move. King+Pawn v King is never winning; I've done some playing around and I think a long King can even hold a draw vs 2 connected pawns+King.
If a Black King can step in front of a lone White pawn, the game is a dead draw.
Unless I'm mistaken in my quick analysis, if a Black King can step in front of connected White pawns, the game is drawn if White has no pieces or other pawns.
It's a good variant if we figure a way to put laser beams in this.
laser beams and non-zugzwang games... Soon we'll be saying:
"Wouldn't chess be more intense if you lit the board on fire?"
I propose quitting that insane form of normal chess that makes violent brutes of us all.
