Low Rated Clubs

Is anyone able to suggest some low rated clubs please?

Maybe you should consider starting one. 

I have no idea of the average club rating, and I am not a member of either, however, these two clubs might be what you are looking for:

I'm not a paying member so I can't start one, unfortunately. The one you started for me is basically a low rated club though.
