i was twice there and i tried 4 times, entrance and exit, to get one and asked for a stamp but never got one. nobody did.
I found a really good way to get rare countries. Go to open challenges in custom games and try some out. If it's a country you already have, abort the game. I got really rare ones from this, like Vanuatu 🇻🇺
