Personally l think countries like  Russia, Germany, Scandinavia, Italy, India, France, Spain and almost all Asian and European Countries.

The question gives no meaning without specifications. The one best? (then it is Norway). The two best? (then it is probably US or India - but in a match Norway and France would give them hard opposition). The handfull of best? (then it is probably India, but ...). The 100 best? The best in relation to population? (Then it used to be Iceland). And at least a 100 questions more.
