but blac is a pawn up and can try to promote it. if white king move the other black pawn can be promoted.

That's where the white knight comes into play. Both kings are more or less stuck thanks to the pawns. White can always trade the lone pawn for a knight and if the black knight leaves white can take the last pawn.
White can't take the black knight. Black can't defend c1.
