Yea, in most case if your opponent have double rook on the 7 rank, it's devastating for you..

This is pretty obvious, but you have to use your minor and/or major pieces to defend the exposed pawns on the 7th.  Since pawns cannot support the 7th rank, you have to use other means to try and hold everything together.  Of course, after your forces are rendered passive, your opponent would start making progress elsewhere on the board.  Ideally, you would like to trade off one of the rooks, but that's often not  possible.
