and why not after 38... Rc1 39. Rg3 leading to exchange of rooks witch I see better for white?

Well I had offered an earlier draw because I knew what it would lead to. Really we are stuck in this position, if I move my rooks up and out he could easily checkmate me, the same goes for him. Even if the position was won, for me. He could force a draw by checking me again and again.
