I think the reason it's rated as 1400 is because of the lack of other moves, you're somewhat forced to play the correct moves so long as you start the ball rolling at which point you understand the concept anyways. I think the only thing a 1400 might forget about is to move their king to avoid a check and give them the necessary tempo to win the race.

The problem was stated as a 1400 rating, it looked to me to be over 2000.
