Is Caro kann best opening???
But even though GM and IM will use caro kann, like mangus, Levy
From my point of view is an excellent opening, but i am biased, as this is my main opening against for a while.
There is no such thing as the "best" opening.
Maybe the OP wanted to ask if it is "good" (it is), but the translation slipped somehow.
I always play the caro-kann it's easy to learn and also played to grandmasters level, in my opinion caro-kann is an OP opening for black
The Caro-Kann is a great defense.
You have to learn the strategy behind the pawn formation (primarily the strategy that encompasses the Black pawns at e6 and c6 & White's pawn at d4

The Caro-Kann is my back up defense to the Scandinavian. They both have a lot in common with similar pawn formations.
"the best opening" is a matter of personal preference, such as for me I play queen's gambit and for others there might be other "best openings" for them
For a beginner who prefers a solid, safe approach and wants to develop strategic understanding, the Caro-Kann is an excellent choice. If the player prefers aggressive play, they might find other defenses more exciting.
I think the French & the Caro Kan are the Best Openings for Beginners.
A lot of attacking Beginners & Novice players will try to do Fried Liver imitation attacks on Black f7 pawn.
Or
They will try to do Wayward Queen attacks on f7 pawn.
All of the above attacks are generally focused on Light Square attacks.
Ideally, The French & Caro are the best counters to the above strategies because Black is trying to take control of Light Squares with pawns.

Their are other openings I recommend to beginners as well, but the other openings are more specialized.
Its a great opening but I think picking a more tactical opening is better for players to increase their skill, and their rating. If you are a more tactical player then there are better openings for you. I switched from the caro kann to accelerated dragon at about 1700 elo, and it carried me to 1900 because i was better able to use my tactical abilities and skills from puzzle solving in the crazy positions that sicilian gives, rather than the calm strategic positions caro gives. Here is an example game of the tactical nature of the sicilian. If your opponent makes one wrong move, you get to punish them. The game:
I have included some annotations so all players will (hopefully) be able to understand the game!
