He meant that the player who sees more tactics will always win. If the players are equally very good at tactics (like in a GM vs GM game) then the player with the best strategy will win.

Tactics are more important at your level. Even more important at your level is not blundering pieces though, focus on fixing that first (tactics will help)

I disagree that chess is 99% tactics. That said, tactics definitely decide more games at lower levels than strategy does.

On the lower levels, 100% of games are decided by tactics.

Also, occasionally a game seems dry because all the tactics are missed by both players, so they just trade-trade-trade instead of grabbing the win.

Tactics are important, but they're also limited. And tactics are more of capitalizing on your opponent's mistakes and weaknesses.

Meanwhile, strategy is what propels the best to win. The difference between somebody rated 2900 and 2700 isn't tactics that are 200 rating better, it's 200 better strategy.

So work on your strategy, but do your puzzles everyday so you will see a tactic when available.

At the lower levels, games are often decided by simply hanging a piece or something similar. Unless you are grouping in capturing of a hanging piece as a tactical maneuver, it is impossible that 100% of games are decided by tactics.

I think strategy plays a bigger role at low level than is assumed here. You can stress your opponent by playing aggressively, which can irritate them and cause them to overlook tactical options. The other point is that you have to think about how best to learn tactics. Strategy also plays a role here. Well, the app offers numerous options for this, which is pretty practical.
