BUT
if 1... dxe3 (en passant) there is no way how to mate... it's the best what I have (also interesting is 1. d3 but 1... Bb7 has no mating response if I'm not mistaken)

Nice work finding e4, I missed that but as pointed out d3 fails to Bb7 and like you mentioned en passant eliminates the threat of e4 so indeed the puzzle is false, barring us missing any other hidden secrets of chess mastery.
to royal flush after the e4 en passant (passpawn) there is mate can't you see this is not a false puzzle it is in the book
