The Handshake Dilemma

Hello Chesslers ! Recently, My friend played a local tournament, during one of his game he played black and he had this position. The opponent (White) extended his hand to my friend hoping that my friend decide to resign.
My question is, there are any chance that my friend should call the arbiter and explain the situation that the opponent extended his hand first; which means that the opponent declare the resignation ?

No. While the behavior sounds a little rude based on your second-hand report, there is no reason to call over the arbiter or tournament director.

He can play on if he wants. Most people would resign.
