Love it! -- except for the nose-punching .... so how about this?
Once a game, you can jump up out of your chair and dance around, shouting "Whoopee! I'm King of the World!! -- and You're Going Down!!" in a really loud voice, and laugh maniacally as you return to your chair. Then proceed as above. (except I'd change .10 seconds to .5 seconds -- it's simpler, and easier to measure.)
So you win when you resign? Way too OP. Then people can resign when the game begins and win.

i.e. You get two minutes taken off your time if your cell rings. Well what if my wife's calling to tell me there's an intruder in the house? And when I get home I find her raped and murdered.

Falcon Punch: Once during each game, you may punch your opponent in the nose as hard as you want. If he bleeds on a piece, it is removed from the board. If he gets knocked out, you win the game and his wallet.
Cannibalism: You may remove one of your own pawns that within one square of your knight. The knight then upgrades from a {1,2} leaper to a {3,4} leaper for this turn.
Conversion chamber: Before the game begins, each player writes down a column letter (A through H), which they do not reveal until necessary. If an opponent's pawn promotes on the column you've chosen, the promoted piece becomes your color, not the opponent's.

Only the winner gets to say "check" -- and only Once, After the game, when winner takes loser out to dinner as a consolation prize, and then after dinner, says "Check, please!"
Bonsai_Dragon, try strip chess where you have to lose an item of clothing each time you check the opponent's king. The whole strategy changes then! Of course, you would have to limit the number of clothing items for each player at the beginning (e.g. each player has 5 clothing items, which have to be specified; it cannot be a ring or necklace -- unless you are playing at the beach...)
How about the ability to camouflage the King and hide it in another piece? At the beginning of a computer game, a player has the option of specifying which piece is the actual King. It could be any piece on the board, including the king piece. When a player takes a piece and it happens to be the King, the computer announces that player as the winner. The end result is that a player may try to checkmate the king only to find out that the King is hiding as another piece. This introduces elements of chance in the game. Players' moves may also reveal which piece is hiding the King (as they try to protect that piece). Players can then bluff about the whereabouts of their kings (that is, pretend to be protecting a piece). This rule has elements of the game of Stratego (a board game) in it. I have never played this proposed chess rule. It can be played on a board (to test if it is fun), if a third person acts as the judge who enforces the rule (that is tells the players when one of them has taken a regular piece that happens to have the hidden King). My guess is that the end result is: (a) stronger players will still have the king piece as the King, while weaker players try to hide it; (b) it gives an element of chance in the game (the game has now no chance factor, except the coin toss of who takes white first), which (the elements of chance) favors weaker players and drive more players into the game of chess; (c) more psychology is introduced in the game as you try to guess if the opponent have a favorite piece other than the king. The downside of this rule is that the strategy may shift to capturing all the opponent' pieces one by one instead of gaining a winning position. This would kill one of the major beauty of chess, which is sacrificing materials to gain a strategic position.
