a great move is way better than a best move because if you are losing and you find a really good move
and you get it
you can literally change the game for you to make a draw or a winning position
whereas the best move won't do that good
so use your brains everyone.
A great move is the only good/reasonable move in any given position, regardless of how obvious it is. If other moves are okay as well, then it's just "best."
On very rare occasions, it's used for brilliant sacrifices that are especially common and have lost a bit of their shock value as a result. For example, the queen sacrifice for a smothered mate usually only gets a "!" - if it does get the brilliant tag, it will most likely change to "!" or "Best" later. A sacrifice that is not forced and doesn't severely alter the game, but is nonetheless very good, may also receive only a "!".
