You probably could, but you should work on blitz first. Speed is an integral aspect of rapid at higher elo and it would look pretty suspicious if you were 2000 rapid and 900 blitz.
you could but it would take an insane amount of work. and most of us just simply don't want to work for it.

oh btw. positional chess and the endgames are what you will need to focus on the mkst
Firstly u need to practice on blitz of 3-5 minutes.Then upgrade from blitz to bulet.ATTENTION! At bullet,if u lose,it can DOWNGRADE YOU UP 300 ELO.If u are playing without a blunder U can get up to 300 per match
