What elo should I start doing blitz and bullet and openings? (3 separate questions)

You can do any time control you like, there's players of all levels, my bullet is around 150. I recently watched Anna cramlings video about low elo chess and her advice was just to keep it simple and wait for them to make a mistake

The question is whether you want to improve. If you don’t care about improving, then play bullet and blitz. But if you want to become a decent chessplayer, stick to slow time controls. Bullet and blitz will interfere with your learning what is important.
