I am playing 19th northeast fide rated tournament but my fide I'd isn't given to me. Will it create any type of problem? Will I get fide rating?
I'm stirring this back up, because I don't understand very well how this works. I am an American national living in India, and I'm not sure how to go about getting FIDE membership and become rated without having to be a member of the USCF, because I would rather represent India than the US. I have tried to contact AICF, but have not had a response back yet. A potential issue with AICF is my birth certificate - I don't have one with me here.

in your new residence country, do not call national chess federation, in billion people land i am not sure they have time to answer every call or mail they get. try to reach some local clubs and become official member of these, than you ll get your fide id...
It would be better if you could share me the link for the games as written above that you have to play ~9 games for Rating and FIDE ID

You don't have to play 9 games to get an ID. Just play a FIDE rated event and play any FIDE players with established ratings.

You just have to play any FIDE rated event, the number of rounds is irrelevant. If your flag here is correct, then that most likely means you'll find one in the US, which will be rated both under the US Chess and FIDE rating systems. You won't have to do anything special, other than have a US Chess membership, since the ID is handled by the US Chess offices when the event is submitted. Assuming you score, you'll get a FIDE ID
If you are travelling abroad and want to play a FIDE tournament, you'll need to contact the US Chess offices to have them submit the details in advance of the tournament. I don't know if that requires an active US Chess membership or not.
I got my ID by playing one round in a US Chess/FIDE rated blitz event and getting a point.

If you are playing in a US Chess event that is also FIDE rated, you do not need a FIDE ID in advance. If you are playing in a FIDE only event, which you are unlikely to find in the US, then you will need to work with the US Chess office to get one in advance, if you really live in the US.

You have three choices. You either sign up for FIDE's online offering, go to a dual rated US Chess and FIDE event, or you contact the US Chess offices to request it. On that last option, they likely tell you to do one of the first two, unless you are getting ready to travel to another country where having the FIDE ID is required in advance.
You don't need an ID in advance, unless you are going out of country to play something that is only FIDE rated
