It's nowhere near that easy or quick. For starters, it takes a number of years to build your rating to a point where you are rubbing shoulders with players of sufficient strength to earn the required norms.

study, study, study, a particularly meticulous analysis of your played games for mistakes, improvements, ideas - this helps with quick improvement. i think this works as i have improved some 600 pts this past year. to each their own, i guess.

Now, why would I want to waste 2 years to drop down a grade?
I quite honestly doubt 16 hours a week for 2 years will get me to anywhere near a 2200 level, but it could get me a few hundred points higher than my current rating. I assume you are saying that someone already at around 1800 could possibly get there in 2 years.
When I was a novice beating up kids in my block/school, I said "GMs probably memorize openings, that's all".
When I was a class D player, I said "I'll be Master" in no time.
When I was a class C player, I said "I'll break Expert" in no time.
When I still remain a class B player for years, I'm still saying "you 1800 piece of @#$@, I'm going to cross you one day if it's the last thing I'll do". Then I'll decide if I still want to play this @#$# game.

According to the Patriarch of sovietic chess,Mikhail Botvinnik four basic principles that form a chess player'r strengh are: chess talent,a strong character, health and especial preparation. Due to my experience i have come to the conclusion that acquiring an I.M norm can be a realistic task for many pupils even in their school years. Computers are a most a creative tools and can drastically increase the intensity of the training process. The initial stage we call conditionally our "Base line" the aim at this stage is to acquire a playing skill of approximately 2200 elo. At this stage a chess player must have a succesfully tested opening repertoire wich include 2 openings as white an 2 openings with the black pieces. The player must master tactics(60-70 per cent of a sucess rate solving problems of an intermediate difficult). Have a firm knowledge of the basics of chess strategy. Know typical chess endings: evaluation,plan of play and standard tactical methods for approximately 250 endgames positions. The chess player must follow this weekly plan: study opening with chess assistant (1hour); solving the tactical positions with CT-ART(1Hour); solving studies with studies(1hour); play chess against HIARCS,FRITZ OR CHESS GENIUS(1Hour); study strategy with strategy 2.0(1Hour).
