I'd recommend the Modern Defense with. 1. e4 e5 2. f4 exf4 3. Nf3 d5.
I just feel the way to meet gambits is by not giving the gambiteer what they want. They want an action movie (where they're the hero) so you give them, eg, an art film.
Actually, amending what I said, I'd recommend the Modern Defense as transposing from the Faulkbeer, as thay gives white a couple ways to screw up first:
