No, that is allowed. Haptic feedback settings on the device is when the device will vibrate when you touch the screen, so that option may disable it on the app when it is on for the device.
The show legal moves option is mainly to help beginners. You are right. It wouldn't be allowed in an over the board competition.
Haptic feedback is the vibration feedback you get on your phone to let you know you have done various things. I think they do it when you try to play an illegal move.

When I had chessmaster many years ago it had the show legal moves forks skewers and pins. Which is great when you use it. But you don't see them for yourself when they are not there. Use them initially for a week against the computer then practice visualising them for yourself and never use them again.
Impromptu preparations for tournament. My first experience. And they didn't specify about this from the start. Midway , someone points out that I am playing with the legal moves 'on'. I knew it's 'not cool' to play with it but I had habit of playing with it 'on' or 'off' both , based on my whim. When they pointed it out , that match got cancelled by mutual agreement. Now , I am feeling bad about my prior victories in the tournament.
