I didn't read what he said, but unless he plans to do something illegal then it's his right to try and shut down chess.com. Until he starts doing harm, punishing him would be overkill. He may be serious, but IMO he not only won't succeed, he won't get a millimeter off the ground.

I know you were being facetious here to make a point, but in all honesty, I would say that cheaters are in the small minority. Most players are here because they love the game - and are trying to improve at it.
Frustration and other negative emotions can cloud a person's judgement. It's easy to lob the "cheater!" accusation at an opponent after losing. After all, you tried so hard, yet they still defeated you - surely this must be suspicious?
But most of our losses have a reason - and the reason is usually our own fault. A poor decision here. An oversight, there. A misclick, a move too slow, a combination that we didn't think through to the end ...
Instead of pointing the blame at others when we lose, our first inclination should be to look critically at our own moves, to see where we went wrong.
This whole "cheaters are everywhere!" mindset is understandable, but it's also making players far less likely to hold their own play accountable. This applies even to Kramnik and his "let's do the procedure" practice.
Watching him review his lost games, he approaches them from an angle of suspicion, paying close attention to his opponent's moves ... while being quick to turn a blind eye to his own inaccuracies ...

People think their subjective impressions of cheating are more reliable than the evaluations of chess.com's fair play team of 30 or so professionals with relevant expertise in areas like statistics, and who take into account every possible factor that correlates with cheating. It's ridiculous. I've been falsely accused, and to my regret I once accused someone I subsequently realized was honest. The people to listen to are the ones with the specific applicable knowledge, not self appointed experts who happen to be good at chess. Being good at chess doesn't mean being free of unwarranted suspicion and confirmation bias, as Kramnik has proven.
