It should be a draw. The player who stalemates their opponent did so on their move, so they chose to leave their opponent with no legal move without checking their king - checkmate requires the king to be in check, and unable to get out of check. As such, the player who moved does not deserve a win, but the other player doesn't deserve the win either because they also have not checkmated their opponent. But because they are left with no moves, the game cannot proceed, with neither player able to win, it is a draw.
