Those of us old enough to recall the days prior to the internet, have a hard time comprehending that a rematch would be considered unwelcome.
Or at least I do anyway. Then again, I have a hard time comprehending many online chess playing behaviors, such as; allowing time to expire in lost position instead of resigning or at least moving, insults, mocking, etc. Excluding a little friendly bragging banter and trash talk amongst friends, all of the afore mentioned types of behaviors would be considered extremely unsportsmanlike and rude in most OTB chess clubs. A cad that behaved like that would certainly not be invited back.
The anonymity afforded by online play permits this unbecoming behavior.

You are comparing apples and oranges. When playing OTB, both players are in the same location for the same purpose.
When playing online,you don't know why the online opponent doesn't offer or accept a rematch. Maybe they have to go and answer a knock at the door. Maybe the nest stop on the train is where they have to get off. Maybe they have been playing for two hours already and don't feel like playing any more. Maybe they just don't want to play you again. Whatever the case, you need to suck it up and move on in your life.
I never offer nor request a rematch, win or lose. However, i do not think badly of those that do request. I always try to say yes to rematch, unless it is just too apparent the outcome.
Another option for the sportsmanship-impaired is keep hitting the Offer Draw button over and over, just to steal attention away from the opponent.
I think the OP is complaining about people who spam rematch requests after the first one was denied.
Personally, I've only had one opponent do that to me, and he only did it for a few seconds. I tried to tell him that it was a good game & I simply didn't have time for a rematch, but he left before I could send the message.
The real problem isn't opponents who repeatedly spam rematch requests, it's the inane Chess.com that ALLOWS players to repeatedly spam rematch requests. Five years later, Chess.com blithely allows players to repeatedly click REMATCH as fast as you can repeatedly click DECLINE.
Of course, Chess.com could also give you the option to automatically block ALL rematch requests, as has been requested many times over the years.

Therein lies the problem. Don't click decline. You can simply click out of the game page and open a new one. What surprises me more is that they aren't looking at the game after it is over with an engine. They are so eager to play the next game, win or lose.
I would like a feature that allows for a rematch in 30 minutes. That way players can take a break, talk about the first game, and go over it with an engine (independently or together). This would foster a completely different environment.
