This seems like a good idea, but unfortunately the race to first become the youngest SGM would occur, as well as many other exploitative things, like the chess world has and is still trying to do with the GM title.

Better question: why on earth do we even need titles? A player's rating tells you everything about a player that you need to know. Titles are superfluous and no other sport except martial arts has such a ridiculously pompous and needless thing.
It wouldn't be necessary if they hadn't lowered the standards to obtain a grandmaster title. There are so many loopholes in the title now that it means nothing compared to what it used to be. I believe it was the FIDE president back in the 1980s that said he wanted a grandmaster in every country so he figured out ways to give titles away based on senior tournaments and women's tournaments and other tournaments just to include everyone.
