Just watch the vid. The old account was closed for fair play policy violation as well as bunch of other related accounts. I'm glad that now he plays fairly (obviously). What an amazing skill he has.

Chess.com believes in 2nd chances - the only way this person would have been allowed back on site is if they had acknowledged to Chess.com their cheating on their 1st account and promised to not do it anymore. If they cheat again on their 2nd chance account, that's when they get a permanent ban.
It's an interesting question as to what extent should Chess.com speak publicly about individual examples like this person. In an ideal world, I think the person themselves should be confessing publicly that they cheated, that they got caught and now understand how good Chess.com's fair play team is, and have learnt their lesson and are never going to do it again. It'd help dispel the impression that you've explained about how it seems like Chess.com is just letting cheaters get away with their cheating.

Chess.com is making a mistake by allowing an individual who had his account closed for VIOLATIONS OF THE RULES OF FAIR PLAY to hold the top position in its Bullet Ratings on Chess.com above former world champion Magnus Carlsen & Hikaru Nakamura
I know that we are powerless here on Chess.com to effect any meaningful changes & that no one listens to us, but truth is that this is making Chess.com look really bad & the Chess community is talking about it. That's about the only thing that will make Chess.com do something about it.
We don't know anything about the circumstances of the fair play closure. It doesn't mean they cheated to the rating they had - they may have done so in a single tournament. You can be sure that Chess.com is watching their games on this account very closely.
