Because there probably weren't enough players in your section to have a good tournament.
Arena tournaments are very popular with lower rated players.
Why do I keep getting moved to a different tournament?

I usually play blitz or rapid swiss tournaments under 1199. For some reason I always get put into another tournament and get the message saying "you have been moved to another tournament" or something. I don't know why and it seems like it's only me. When I get moved they already began and it's impossible for me to win and it's getting annoying. (For rapid I didn't even break 1000 and for blitz i'm like 900 so being over the limit is impossible
