For planned outages, it's usually once a week max. Sometimes there are more emergency restarts.
It is definitely a cheat, not a server or internet issue. It happened to me lots of times. We need to report immediately.

For a player to do it, they'd need full control of the server process. If they had that, they wouldn't be disconnecting a few people here and there.
The fact is, if a game is aborted after moves have been made, it's either a server restart, which happened earlier today, or a game in an arena when it ends.

There was a scheduled server restart.
Scheduled? Yet no announcements in game?
There's usually an announcement around an hour before the restart. I believe it normally shows at the top of the page, but it's been a while since I've been in live when there was one scheduled.

Is there no prior notice that there will be a server restart? One could refrain from starting games if you know that they will be aborted mid-game. This is pretty substandard.
It's no cheating. The chess.com servers have scheduled maintenance, so they need to be rebooted from time to time. That's to be expected. What's annoying is that there's no prior warning, a banner saying "chess.com will restart itself in N minutes" will be fair warning for people to know not to start games if they are likely to last longer than the time left for the maintenance reboot. Rebooting out of the blue is disrespectful to players.
There was a server reboot around the time you posted.
