Maybe I misunderstood the question, but accounts don't get removed in any case. Regarding the subject of the original post, a banned account can be unbanned, depending on closure reason, by the owner of the account contacting support.
What is even wrong with having 2 accounts? As I have already said, the other account is (swear, edited and removed) unusable.
Well, it is against the site's TOS that YOU, yes, YOU, agreed to when you created your first account.
