The spam routine just looks at numerical data: the number of messages created in a given time frame, which is relatively easy to measure. A routine to detect hate speech and/or cyber bullying needs to be able to parse the meaning of words, while the best we can do at the moment is to use pattern matching on words with a black list of suspect and/or unacceptable words. If you can come up with something that does a better job, I'm sure there are a lot of AI research organisations that would be really interested in hiring you.

When I did that I was told that it's only premium members that are exempted from the spam filter.
