Do stalling reports actually get punished?

I just had to wait a full 10 minute game for this bozo I just lost to, to play a single checkmating move. I get elo back from cheaters and that comes with a message but I don't see Stalling reports. Their last move was played at 0.5 seconds left on clock, when it started at 8 minutes, 29 seconds.

Accounts can be closed if they do it too often.

nothing happens to them sadly. I played an opponent who stalled almost all their games.

I have had yet another player stop playing and then after a minute or so disconnect. He/she did a queen exchange ignoring the fact that they would lose a knight in the process so the poor baby stopped playing. I get at least one quitter a day. I report every one of them, but I get no notification that action was taken.

I've played with him, reported him. You can check out his recent lost games. He abandons or stalls very often.
