With your mind? Sure, whatever.
If it's some kind of browser extension, then no.

Easy. Just have a pencil and a piece of paper with you when you're playing, and you can draw arrows, swords, spears and whatever else you like. Just remember not to do it when you're in time trouble.

You can do it on lichess by right clicking and drawing the arrow, I was hoping maybe there was a way to do it on chess.com
yes you can
You can now, not when the topic was started.

if I'm using a phone, how do i draw arrows?
I would think you need a full computer to do it. Also, analysis boards are limited to premium members (diamond and platinum) so drawing arrows may be also.
And how do you remove arrows?

Arrows
The members (owner and students) can draw an arrow from one square to another right-clicking, holding the mouse button down and dragging the mouse to the square they want to land on. These highlight in green. To remove one line, click on the Start position of the arrow and follow it to the end point, (like erasing). To show a move back and forth, (arrow pointer either end) simply hold down the right click, drag from position A to B, then again, hold down the right click, and drag from position B to A. To remove all arrows, left click once on the board.
