Ofcourse it could be used to teach anyone at any age. There are a lot of books that are dedicated to chess in general, but they are not necessarily proper for educating some one from the beginning.

I can recommend this website by an acquaintance here in Denver who runs a chess academy. You will also find a list of books he has written.
The Steps Method manuals and workbooks by Dutch IM Cor van Wijgerden and psychologist Rob Brunia (and GM Erwin L'Ami) are used in chess schools around the world:

I know there are countries that include chess in their education system. Are there books that could be used as a resource for educating kids? Much like some books published to teach math? Or any subject? Are these books available in English language?
