Nobody in their right mind would take that GM title, no matter how much they want it. With a billion dollars, I could pay for chess lessons from Magnus Carlsen himself, become a GM, start my own chess academy, retire to a multi-million dollar mansion, buy a Ferrari, and still be one of the richest hundred in my country without working a day in my life.

Think about what you could do with a million dollars in your hand right now…. Buy a house, a car, go to a good university… Now think about what  you could do with 1,000 more million dollars in your hand. That’s a lot of money!

The title is so broken I barely understood it.

However if the choice is a billion dollars or GM title, I'd take the money. After being a billionaire I'd probably lose interest in chess as I'd have the means to do so many different things with my life. But if I wished, I could still go for the GM title as I wouldn't have to worry about money, and thus have almost unlimited free time to work on it.
