Games with rules like this (12hr per move average) or anything other time constraint less than a Day (24hrs.) plainly is not a Dailly Game.
A Year is not always 365 Days and a Month is not always 30 Days, However a Week is a Week, a Day is a Day, An Hour is an Hour etc.
If someone wishes to play a Dailly game and chooses to make moves in less time, well good for them. How about if you post a Blitz Game Tournament and add the rule that average time per move history of the players must be at least's 30 Seconds to join then this is your rule and your Tournament and this is fine.
The point I'm making is a Day is a Day. If you with to exclude players in order to favor players with less than Dailly (24 hr.) average time per move history that's fine, Just Call It That. I don't believe in "hair splitting" rules that are only designed to get around or bypass accepted Norms of standards, be it weights and measures and the like.
It's still a daily tournament and you can take 24 hours to make any or every move.
However, the tournament wants players that move more quickly on average historically but doesn't require players to move that quickly.
