Closed tournament with no time schedule

Is it possible to start a closed tournament, with invited participants only, where the players don't necessarily start at the same time?

For instance: 9 players who should meet all the other players 2 times (black/white) - a total of 16 games. The players don't have the time to start simultanously, so they make agreements with each other when to start. However, it should be possible to decide that all games should be ended in a given time frame (f.ex. 2 weeks). Tournament ends when all games are played, or when the time limit ends.

Is it possible to create such a tournament here on chess.com?

It's not possible to create an event like that on site. You could manually create pairings and have each player challenge each other to unrated games and report the results.

also, when only one players or two players it doesn't count. its need more players to do it. not less.

also, you need a pair. not just 2 players or the game canceled. nothing will happened.
