Im assuming no because people would just cheat the only way they do it at top level is because their reputation is also at stake

I wrote chess.com about this question, too, and received an answer - part of which was:
"Yes, tournaments can award cash prizes! However, please know that Chess.com is not able to enforce or monitor the payouts of the advertised prizes, so unless it is an official Chess.com tournament, we will not be able to help if a Tournament Director (TD) decides not to pay out.
If you yourself want to host a cash prize tournament, you all you will need to do is fill out this form: [I didn't share the link here].
Then you will be good to go!
We also ask that if there are going to be entry fees to your tournament, that you do not recruit for or collect them via Chess.com. The billing and collection of entry fees must be done elsewhere, and only the games played on Chess.com."
Are daily tournament directors allowed to award cash or other prizes to the winners of their tournaments on chess.com?
