How to set up two cameras for online tournaments

What's the easiest and/or cheapest way to set up two camera angles to enter online tournaments with this requirement. Not that I could win but I think it would be fun to play in qualifying events. One description said "typically a webcam and a phone" but what's the actual process of getting on the fair-play call and having both cameras connected. I have a phone and the old crappy lap top I play on has a webcam I've never used.
