Rating Based Arena Tournaments

These tournaments were a nice idea but I just don't see pairing by rating as workable. Too many players purposely play on accounts with a rating well below their actual skill level to win. I play arena on a very regular basis and it's astounding how often I see a 500 rated player with 17 straight arena wins. I actually watched a 700 rated player win ahead of an NM in this fashion. Also, isn't the whole point of a tournament (besides fun) to determine the strongest players?

There are two different Arena type. Score based and Rating based. The whole point of the latter is so that anyone can win the event, regardless of rating.

I think that is an awfully high price to pay so that "anyone can win the event, regardless of rating." The current system encourages sandbagging and rating manipulation. That, in turn, leads to honest players being at a tremendous disadvantage in arena.
