about draw offer

引き分けを提案して待機していたら、時間切れで負けた。なぜだ？相手からの応答はなかった。

Draw offers have to be accepted. If your opponent doesn't accept the draw the game continues.

対戦相手は、受け入れも拒否もせずそのまま放置した。私はいずれかの返答がないとゲームは進行しないと思っていた。これは違うのですか？

When an offer is made the clocks still are active. The other player can manually accept or decline but if they don't do either, the game continues. If they make a move that automatically declines the offer.
