In chess rules, for a draw with insufficient material, the opponent must also have insufficient material (bishops of the same color, no pawns) or no material. There should be no positions on the board where a checkmate can occur. Any checkmate move that can be made with pieces will never create a draw.

As mentioned, the site does not use the FIDE determination on timeout of mate possible by any series of legal moves. It only looks at the material the side with time has to determine if that is sufficient material on its own. That rule is more similar to the US Chess implementation.

It's wrong under FIDE rules. The site does not use FIDE rules for all things. Insufficient material to mate on timeout is one of the differences here
In order to win on time, the side with time on the clock requires sufficient material to mate on the board. A lone king is always going to be a draw in that situation.
There are other material combinations that are also draws in case of timeout.

The game will end when time runs out, immediately after insufficient material to mate is on the board, or when checkmate, stalemate, or other draw condition is on the board.
If one player just has a king but the other player has mating material and time, then the gane will continue
