The sour doesn't reopen accounts closed for fair play violations unless the closure is appealed and overturned. Do accounts that were using disallowed resources, the account won't be reopened.
When closed, there should be an email sent to the address associated with the account with the options available. One of those is creating a second chance account.
If that wasn't received, Support can be contacted using the Help option at the bottom of the menu.
